When their emails to devs were subpoenaed in the Wolfire Games lawsuit, they say things like "if you wanted to disadvantage Steam customers by charging them a higher price, we would opt to not sell your game on our store." (ignoring any point about fees not being equal across platforms) They clearly have some price parity policy that goes beyond their formal key deal, but choose to enforce it whenever they feel that their customers are being sufficiently 'disadvantaged', which is pretty a broad term.
