“As of right” development is often misunderstood—and even maligned—in public discourse, but it’s already the norm for single-family housing across 91% of Connecticut’s residential land. This session unpacked what “as of right” zoning actually means, what it doesn’t, and why it matters for affordability, predictability, and equity in our communities. Presenters demonstrated how “as of right” policies create clear, community-led rules that streamline development while preserving local control. The session explored how predictable land use regulations can reduce soft costs, promote a wider variety of housing options, and encourage participation from a broader range of developers—including those delivering deeply affordable, nonprofit, and “missing middle” homes.
