The passage is an excerpt from chapter 30. Chancellor Palpatine had just been appointed. Sidious and Plagueis head to Plagueis' penthouse to celebrate. They are big drinkers. Plagueis feels that it is too much and tries to stop, but Sidious forbids it. Sidious tells Plagueis his speech for tomorrow's senate meeting as he is drinking. Plagueis started to nod out.
