Windows 7 Starter and Home Basic are both stripped down versions of Windows 7. You can’t download themes, it doesn’t have Windows Media Center, you can’t create your own homegroup, turn on Windows Aero and it doesn’t have the same amount of games as Windows 7 Home Premium and Ultimate have. Windows 7 Starter is usually designed for netbooks and it is only a 32-bit version of Windows 7.
